Job Purpose


We are seeking a highly skilled and analytical Monitoring and Evaluation (M&E) Expert with expertise in data analysis, impact assessment, and reporting. The ideal candidate will support evidence-based decision-making, ensuring the effective monitoring, evaluation, and learning (MEL) of research and development projects. This is a remote and project-based role, with successful candidates being included in ProLeap Development Group’s permanent research talent pool for future assignments. The M&E Expert will report to the Head of MERL and collaborate closely with research and project teams to provide data-driven insights and recommendations.


Key Responsibilities:

  • Develop and oversee data collection tools, methodologies, and procedures for quantitative and qualitative analysis.
  • Design and implement monitoring, evaluation, and learning (MEL) frameworks, including logical frameworks (LogFrames), results frameworks, and theories of change.
  • Ensure effective tracking of project progress against key performance indicators (KPIs) and deliverables.
  • Prepare high-quality reports, dashboards, case studies, and success stories for internal and external stakeholders.
  • Train and support project teams and partners in M&E tools, processes, and best practices.
  • Facilitate learning sessions, impact assessments, and reflection exercises to ensure programmatic adjustments based on evidence.
  • Ensure M&E systems align with donor requirements, international best practices, and ethical considerations in research and data collection.
  • Collaborate with donors, partners, government agencies, and beneficiaries to enhance data-driven decision-making.

Qualifications:

  • Master’s degree in Statistics, Social Sciences, Development Studies, or a related field.
  • 5-7 years of experience in data analysis, M&E, or research within humanitarian, development, or consulting sectors.
  • Proven experience in designing and implementing M&E systems, frameworks, and methodologies.
  • Strong analytical and report-writing skills, with experience producing donor-compliant reports.
  • Ability to synthesize complex data and communicate findings effectively.
  • Experience with participatory M&E approaches and community-based monitoring.
  • Strong organizational and problem-solving skills, with attention to detail.
  • Excellent verbal and written communication skills in English (Arabic and French are a plus).
  • Experience in third-party monitoring, remote data collection, or digital M&E solutions.
  • Knowledge of specific donor M&E requirements (e.g., USAID, FCDO, AFD, GFFO, BMZ, EU, UN, GIZ).
  • Understanding of adaptive management and knowledge management practices.
