Job Purpose


We are seeking a highly skilled Senior Expert with expertise in the following:

  • Human Capital Consulting
  • Strategy & Change Management
  • Organizational Excellence

The ideal candidate will provide strategic insights, drive organizational transformation, and support clients in achieving operational excellence. This is a hybrid model (remote or on-site), project-based role, with successful candidates being included in ProLeap Development Group’s permanent consulting talent pool for future assignments. The Finance Expert will report to the senior leadership/client and collaborate closely with project teams to provide financial guidance and best-practice solutions.


Key Responsibilities:

Human Capital Consulting & Advisory

  • Develop and implement human resource strategies aligned with organizational goals.
  • Provide advisory on talent management, leadership development, and workforce planning.
  • Support HR transformation and digitalization initiatives.
  • Conduct HR audits and assessments, including Organizational Capacity Assessments (OCA).
  • Develop and implement policies for diversity, equity, and inclusion (DEI).

Strategy & Change Management

  • Lead strategic planning and organizational transformation initiatives.
  • Facilitate change management processes, ensuring alignment with business objectives.
  • Conduct market and competitive analyses to inform decision-making.
  • Provide expertise on governance and risk management frameworks.
  • Design and execute capacity-building programs to enhance institutional effectiveness.

Organizational Excellence

  • Design and deliver operational excellence and performance improvement initiatives.
  • Support organizations in process reengineering and optimization.
  • Conduct evaluations and impact assessments to improve organizational effectiveness.
  • Develop monitoring and evaluation (M&E) frameworks and tools.

Qualifications:

  • Advanced degree in Business Administration, Organizational Development, HRM, Public Administration, or a related field.
  • 10 years of experience in consulting, advisory, or senior management roles.
  • Proven expertise in one or more of the focus areas (Human Capital Consulting, Strategy & Change Management, Organizational Excellence).
  • Experience conducting Organizational Capacity Assessments (OCA) and institutional diagnostics.
  • Strong understanding of international development, private, humanitarian, and public sector contexts.
  • Strong analytical, facilitation, and stakeholder engagement skills.
  • Excellent written and verbal communication skills in English; proficiency in Arabic is a plus.
  • Professional certifications such as CIPD, KPI, SHRM, or PMP are highly desirable.
